Project Rosemont is the rehabilitation through recapitalization of NHA’s existing Rosemont Court property. In addition to fulfilling a carefully planned historic renovation plan, twenty five new Permanent Supportive Housing (PSH) unit set-asides will bring new rental assistance, case worker service dollars, and funds to modernize the building with PSH service amenities.
Rosemont Court features 100 spacious studio, one, and two bedroom apartments for residents 55 years and older. The Inner North East Portland location is near amenities and services, including grocery stores, medical providers, parks, and community services, contributing to a long tenure and high satisfaction for residents. The original Rosemont Count project included the adaptive reuse of a 1916 convent that is on the national registry of historic places.
The project rehabilitation scope includes: Full window replacements for lower utility costs for the tenants; a new PSH case manager office; Nurse Consult room; new decontamination room; new roofing; conversion of 2 units to ADA compliance; supports for tenant A/C; full mechanical and security system modernization; exterior brick, sealant and landscape refurbishment; damp proofing of basement areas, and Sewer and Trash enclosure repairs.
Population Served
The new PSH units will preference households referred from the Coordinated Access System.
Services
The new PSH units will include operating funds for case management services from Northwest Pilot Project as well as capital funds for service spaces. They will also include critically needed State rental assistance. Resident Services will be provided by Northwest Pilot Project and Northwest Housing Alternatives.
Special Features
New financial supports will better serve communities of color in this historically predominantly African-American neighborhood.
